The ROAR Executive Committee is revising the 1:10 Nitro Tuned Pipe Exhaust Outlet Specification. Effective Immediately, Rule 9.2.4.7 the I.D. Dimension (referenced in Rule 9.2.4.6) for the .12 ROAR/IFMAR Tuned Pipe is revised from Maximum 5.0mm to Maximum 5.2mm.

May 30, 2009 Fuel On Road Nationals Registration
The ROAR Excomm would like to announce the opening of online registration for the Fuel On Road Nationals on 6/1/09 at 7:00 pm PST at www.ROARracing.com. To register online you will need a log in account, which only requires a valid email address. You must be a current ROAR member with current registration thru 9/6/09 and with your entry paid in full to be a "verified" entry. All entries go to the "unverified" list automatically to have membership status verified. If your membership status is verified to be current thru the last day of the event, 9/6/09, as required by ROAR rules, and your entry is paid in full, you will be moved to the verified list in the order that your entry was received. If your membership is not current you will be notified via email that your membership needs to be updated. Being on the unverified list DOES NOT hold your spot in line.

This is an open registration, first come, first served. The only way into the race is to be on the verified list. You will be asked for your ROAR number when you register. Don't panic if you do not have it or know it, just enter XXXXX for your ROAR number. All registrations will be verified manually by the ROAR Administrator for membership status in the order they were received. In the future you will need to know your ROAR number for registration, most likely by next year.

If you decide to register by sending in your entry we strongly reccomend getting it there the fastest way possible. With the '09 Fuel On Road Nationals being a combined 1/8th and 1/10th race and this years race also being a worlds qualifier for a US hosted WC for 1/10th Fuel Sedan in 2010 we do anticipate spots to be filled up quickly.

Announcement to Battery Manufacturing companies from the ROAR Technical Director and the ROAR President:

When ROAR began the process of Approval for LiPo Batteries, one of the original requirements was to have each final product contain a tamper resistant wrapper around the case seam. A waiver was initially provided to this requirement. The Waiver of the ROAR LiPo Wrapper labeling expired January 2009.

The Seam Wrapper is to contain the text "ROAR APPROVED". Please See Rule 8.3.2.2. for the full context of the Approved Product Criteria.

With this expiration, All new distribution of ROAR Approved LiPo Products MUST now contain the "ROAR APPROVED" Seam Wrapper, or risk removal of product from ROAR's Approved Product Listing, until such time the Seam Wrapper is added from manufacturing and/or distribution.

All New Product Submissions will not have Approval Request Processed, unless the wrapper is part of the samples submitted to the lab.

For reference, the portion of Rule 8.3.2.2. regarding Seam Wrapper labeling:"........Both the top and bottom sections of the case must be secured together by glue, double-sided tape or heat seal with a label across the seam stating "ROAR Approved" in such a manner that separation of the case to remove or replace the cells will destroy the case and/or label and render it unusable in competition. Approved batteries will be required to have a label stating "ROAR Approved" across the seam. ROAR will have a grandfather clause until Ja ROAR would also like to clarify a couple additional Approved Status conditions. Approval Submissions: We are now running a Semi Annual LiPo Approval process for 2S and 4S Packs.8.3.1.3 Battery approvals will be processed on a bi-yearly basis. All proposed cells and lipo packs must be received by the ROAR Technical Director by the 1st of September for approval by October 1st or received by April 1st for approval by May 1st. The final decisions on approvals will be communicated to the manufacturer/distributor or assembler and posted on the website listing when approved.

Availability:
LiPo Batteries are subject to the Availability Rule (as we have for NiMh) for receiving/maintaining ROAR Approved Product Status 8.3.1.4 All batteries must be actually available and in stock for retail purchase from at least three (3) North American retail sources before approval can be finalized. Please include on-line and offline retail channels contact information, for verification of supply at the time of submission for approval.

Running Change to Cell:
The Technology is changing rapidly. Should manufacturers find an improved cell to use in previously Approved Products, and decide to make a running change without re-branding or submitting the item for Lab review, and ROAR finds the components to be different from the samples provided during the approval process, Approval to the Product in question will be Repealed. A new component (especially a different composition of cell) will need to be submitted for Inspection/Approval. Part of our LiPo Approval Inspection includes specifications our Race Management Teams can conduct in the field. If during the Race Inspections Protocols a pack appears outside the original parameters, the Racer/User could be subject to disqualification for using an altered product.

Original Mfg Product Label
Everyone appears to be getting into the custom body wrap business these days. Custom Wraps/decals are covering everything from Tools to Chairs, to antenna tubes it appears. Decal d jour. Even Custom Wraps for LiPo cells. They make everything look professional and easy to recognize your gear. We request Racers and Factory Team Representatives read and comply with the Original Label Rule. Rule 8.3.2.4. states "the Markings on the case are required stating the rated voltage and capacity of the battery. The Value Added Manufacturers name and/or logo shall be easily readable on the case." Please be aware any aftermarket wraps/decals MUST NOT replace the original mfg label. As was the case with NiMh cells, should the original mfg label be removed, the product will be ruled an unapproved product which could subject the racer to disqualification n 2009 for all approved cells at competition on the Label rule."

The ROAR Executive Committee proudly announces that with the introduction of lithium polymer battery technology into the ROAR rules a little more than 16 months ago electric rc racing in the US has seen a major shift in the predominant battery technology being used by our racing members and sold by our manufacturing affiliates. Lipo batteries have been embraced by rc racers across this country and it is the battery technology choice of today and the foreseeable future for 1/10th and 1/8th electric on and off road racing. In ROAR’s effort to be leaders in the implementation of new technologies the switch to predominantly lipo racing has left one group of racers without a good viable lipo solution for competitive racing and that has been those using 4 cell NiMh mainly in pan cars for 1/12th and 1/10th on road racing.

This has now changed with the development of the first ROAR approved 1s hard case 3.7v batteries designed specifically for 1/12th and 1/10th pan cars and the introduction of this battery technology into ROAR lipo battery rules and 1/12th On Road and 1/10th WGT class rules. The class rules for 1/12th and WGT will remain unchanged with the exception of minimum weights as follows:

1s 1/12th: 730 gr
1s WGT: 930 gr.

Stock will still run 17.5 brushless, Super Stock 13.5 brushless and mod will be open mod. These new classes will be separate classes and there are no plans for parity combination classes of lipo and round cells. The round cell class weight rules will remain in the rule book for the foreseable future.

The intent of these rules is to provide those track/clubs with existing lipo pan car classes, or those track/clubs whishing to start lipo pan car classes a national set of rules for the upcoming ’09-’10 on road carpet season and an eventual move to lipo/brushless only for ROAR electric on road and off road national events possibly as early as 2010.

1s Lipo 1/12th and 1/10th racing has been on the rise for some time now. It has been tested by many across the country and the results have been positive. Lower weights, lighter, nimbler cars, with a little less rip and wear in all areas have added up to competitive, close and fun racing for those that have already made the jump to 1s lipo.

ROAR has approved the Protoform 1:8 LMP P909 Body for use in ROAR Events. Due to early versions of this shell being released prior to approval, some may not contain the required PF1504 or EFRA35512 part numbers embossed in the shell. Racers planning to compete in ROAR Events with this body should be advised, this body can only be used in racing if it has one or both of the part numbers molded in the body If it does not have the part numbers, or only the word EFRA molded into it then it is not legal for use.

The ROAR President along with the ROAR Executive Committee and The 1/8th Racers of Toledo and The Midwest Racers Organization announces several changes in the nationals schedule for 2009 regarding on road fuel racing. Due to hardships and a struggling economy and considering financial concerns for both host venues and ROAR, we are obliged to combine the fuel events into one venue and choosing a date that best suits travel and vacation scheduling.

The 2009 ROAR On Road Fuel Nationals will now be held at One-Eighth Racers of Toledo in Toledo, Ohio on September 2nd through September 6th. (Labor Day Weekend) This is one week earlier than previously scheduled. Also, this event will also host the Fuel Sedan classes therefore moving the previously scheduled event from Midwest Racers Organization in Lincoln, Nebraska on October 8-11, 2009.

This event, now combined and moved to a week earlier will host 1/8th 4wd Open, 1/8th Masters and 1/10th .12 4wd Touring Car (IFMAR 200mm) in one event. As always, participation in the Open class eliminates participation in the Masters class. The entry flyer will be published within the next few weeks.

03/16/09 - 1:10 Scale Electric Short Course Truck (SCT) Class
Today ROAR, the Official USA and Canadian sanctioning body for R/C Car and Truck Competition, announced the formation of 1:10 Scale Electric Short Course Truck (SCT) construction specifications to its Racing Membership and Manufacture Affiliate Partners.

The 1:10 SCT Specifications, will be the 2009 SCT Provisional Class guidelines for Chassis, Wheel, Tire, Body Designers to construct vehicles, components, and accessories to compete in ROAR Sanctioned Events.

ROAR will add Short Course Truck as a Demonstration Class at the 2009 ROAR Electric Off-Road National Championship, hosted by Hobbyplex Raceway in Omaha, Nebraska. The event is scheduled for June 25-28, 2009.

ROAR is excited to add an Exciting and Growing form of R/C Racing vehicles for our Membership and Affiliate Partners to participate.

02/24/2009 - ROAR Carpet Oval Nationals
The ROAR Executive Committee regretfully announces the cancellation of the Carpet Oval Nationals to be held in March of 2009 due to lack of participation. The small number of entrys gathered were processed through Pay Pal through the online registration site. Refunds for the entry fees will be processed immediately through the same method of payment as received.

ROAR and the planned track host are working on a date for rescheduling this event. The track host was compensated the first payment as agreed to in the financial considerations of the National Guidelines and the host agreement submitted by the track owner.

01/30/2009 LiPo Battery Specification Amendment
ROAR 1:8 LiPo Battery Specification Amendment. The 1:8 Electric Racing Classes are an emerging form of our sport. Our responsibility in ROAR Leadership Role is to outline a set of specifications which ensure a responsible growth and flexibility to leverage advancements based on the benefits they offer our users.

The Executive Committee, in accordance with our responsibility to ensure our Members, Organizers, and Affiliate Partners have access to provide the best Technology available for our members benefit, are issuing the following Revision to our 4S Battery Dimension Specifications. The change will allow our Affiliate partners to take advantage of a growing assortment of next generation LiPo cells for 1:8 Electric Racing, as well as the option using larger gauge wire in the assembly process. Rule 8.3.2.3.3. is revising the Hardcase Length dimension from 160mm to 165mm.

01/26/2009 - Wheel dimensions for 8th truck and Monster Truck
Wheel dimensions for 8th truck and Monster Truck were placed in the rule book this year based on wheels currently in production and available to the membership via retail outlets. ROAR has discovered several of these dimensions are not accurate and has removed those dimensions for competition in 2009.

01/26/09 - 2009 ROAR OFF ROAD ELECTRIC NATIONALS
In the best interest of our national event and our membership, ROAR has been forced to reschedule this event to June 24th - 28th due to the rescheduling of the NCAA College World Series to be held in Omaha, Nebraska. We have been notified there are no available hotel accomodations due to the baseball event.

We apologize if this causes any hardship for our members but host of this race on the original scheduled date is now impossible.

01/06/09 1/12th Scale Min Weight
The ROAR Executive Committee has approved the request to increase the 1/12th scale min weight, rule 8.10.3.1, from 794gr to 865gr for the 2009 ROAR On Road Carpet Nationals, hosted by The Gate at the Holiday Inn in Strongsville, OH.

01/01/09 - ROAR Nationals Registration: All ROAR Nationals will open online and mailed in entry acceptance 90 days prior to the event.

Entries will only be accepted as completely filled out either online or on an entry flyer mailed in, payment in full for all classes chosen and current membership status through the dates of the event.

Entries that are published as 'verified' on the ROAR website are the only entries that are confirmed as participants in the event. All unverified entries published must immediately correct the membership status issue or other reason for not being verified or will be refunded their entry fee money or moved to the waiting list.

Should the event 'sell' out with paid and verified entrys, a waiting list will be generated by accepting paid in full and current membership status entries based on date of receipt, not post mark date of the mailed entry flyer. All mailed entries are logged with date of acceptance as received and filed accordingly at the Administrator's office.

JD comes to the Excom with years of experience in our chosen sport with most recently being the chairperson of the electric off road committee. JD has already begun contacting the manufacturing companies and is heavily involved at the discussion level with changes in the brushless and lithium technology rules as the membership has requested.

09/30/08 - On Road Fuel Sedan Nats Update

After further review of the ROAR rules for 1/10th open it has been determined that the maximum dimensions of the 220mm conversion kits do not exceed the maximum dimensions of the 235mm chassis, wheels and tires rules for 1/10th Open. Therefore these conversions will be allowed in competition under the 235mm chassis rules. This will require the 220mm chassis to run at the 235mm chassis weight of 2000gr. Further note that the 1/10th open class will allow the use of non approved Can-Am/GTP/Group C/WSC style bodies as all previously approved bodies have had their approval expire and no bodies have been resubmitted for consideration.

7/22/08 - Vice President Appointed

The ROAR President has appointed Mr. Ed Hill, Region 6 Director, as the organization's new Vice President. Mr. Carl Giordano unfortunately resigned this position due to personal matters and ROAR is excited to have Mr. Hill take over from Mr. Giordano. Mr. Hill comes from a mountain of management experience in ROAR as the current and long standing Region 6 director and has stated his willingness to move forward in the progress ROAR has made the last few years.

07-10-08 - 09 ROAR Nationals Bids It is once again that time of the year, bid season for all '09 ROAR National Championship races. Tracks owners you only have a couple of weeks left to get those bids in. Bids are due by 7/31/2008. If your a racer and interested in the posibilities of your home track hosting next years ROAR National for your genere of racing then talk to your tracks owner and let them know this.

If you interested in bidding and don't know what to do it's fairly simple. Start by downloading the following from the ROAR website, RMT Nationals Guidlines, Sanction Form and the Template for Bid for National Championships. Read the complete RMT Nationals Guidlines first. This will direct you as to what you need to do and be aware of for your bid. Once you've completed reading the RMT Nationals Guidlines you'll need to complete/create your bid. Use the template that ROAR provides, that's what it is for. Complete everything in the bid to the best of your abilities and be as informative as possible thru your bid in regards to the bidding facility. Make sure you have the sanction form filled and signed by your region director. All bids must contain a signed sanction application. With great regret, Carl Giordano has submitted his resignation as ROAR Vice President citing personal and business conflicts with his time. ROAR will be seeking a replacement for the office for the remainder of the term which is through 2009

06/06/08 - MOTOR ANNOUNCEMENT FOR THE NATIONALS

ROAR has experimented with several different methods for handling the Stock and Super Stock motors at a national event. Processes and directives are now required for the brushless motors to clarify fairness in those classes. The ROAR Executive Committee has recognized this and discussed it with great enthusiasm. Here are the results of that discussion. These directives will be utilized at the upcoming national championship events where electric motors will be run.

  1. Each contestant is allowed to use 3 individual motors for each the Stock and Super Stock classes. The maximum of 3 can consist of any combination of brushed or brushless motor types from any approved motor manufacturer.
  2. All motors for the Stock and Super Stock classes must be submitted to ROAR RMT technical inspection. The technical inspector shall inspect each motor submitted for compliance to ROAR rules for the class entered. Each brushless motor will then be sealed and serialized to that specific driver upon passing inspection.
  3. The manufacture installed aluminum beauty ring may be removed from brushless motors. No other modifications to the approved brushless motor can in stock and super stock are allowed.
  4. After the brushless motor has been sealed, no rotor changes are allowed for the remainder of the event.
  5. Brushed motors will be marked with serial numbers on the can and the armature.
  6. No other armature can be used in that specific motor can after the armature has been marked by the inspectors.
  7. Brushless motors may be disassembled with supervision of the inspectors for purpose of normal motor maintenance such as bearing lubrication, or change if they are damaged or excessively worn. Rotors may not be changed as part of normal motor maintenance.
  8. Brushed motors may be disassembled for normal maintenance without supervision of the inspectors.
  9. If the seal on the brushless motor has been compromised without supervision of the inspector, that motor will be impounded till the end of the event, then returned to the owner. That driver will then finish the competition with the two remaining motors he has submitted for inspection and registration.

ROAR has taken these steps in effort to make the process the same whether you race with a brushed or a brushless motor. There would be an advantage for the brushless motor if rotor changes where allowed. Since we cannot permanently mark the rotor at these events, it was considered best to seal the brushless motor to prevent rotor changes. Also, ROAR is following the precedence set in the days of handout motors by limiting the drivers to 3 motors per class.

5/12/08 Rule 5.3.2.2 TC Deviation On Road Electric

A request was received from the host of the Paved On-Road Electric Nationals to allow TC Masters competitors to compete in a second TC class. ROAR has decided to allow the requested deviation as follows. Masters competitors will be allowed to compete in a second TC class of a different power plant, either Stock or Modified, but not in the same/like power plant class of TC Super Stock.

After comprehensive discussion amongst the ROAR Executive Committee, the ROAR President and the ROAR On-Road Electric Committee and in the best interest of the Paved On-Road Electric Nationals and the ROAR membership it has been decided to extend the following T2 body approvals for the remainder of the '08 calendar year.

These bodies fall outside of the Global Body Specifications rules either by dimension testing or expiration and resubmission date, as per the rules published in 2007 and again without change in 2008.

ROAR has been working with the body companies regarding the GBS rules and new bodies have been approved under the new GBS rules. Because the approvals have happened so close to the Paved On-Road Electric Nationals leaving such a short amount of time to get these new bodies into distribution and the large amount of like non-GBS bodies still in distribution it was determined to be in the best interest of all involved to allow the older bodies.

This ruling now matches the decision made and announced by EFRA to its general membership that expired non-GBS bodies will have their approvals extended to the end of 2008 and not beyond.

ROAR has made every effort to insure a fair and equitable race for all parties involved and it is ROAR's stance that no other extensions will be given to expired bodies beyond 12/31/2008. All bodies for the 2009 competition season must be GBS approved.

On April 22nd, ROAR President Dawn Sanchez met with manufacturer representatives and Fuel Off-road Committee members in attendance at this year's Truck Nationals held at The Nitro Pit in Phoenix, Arizona. This group discussed the viability of re-combining the 1:8 Buggy Nationals with 1:8 Truck Nationals. It was decided that in order for this to work effectively, Production Monster Truck and 1:10 Gas Truck would have to be dropped from the Nationals program.

Those in attendance at the meeting were unanimous in their decision that this would be the most cost-effective method of handling Fuel Nationals. Not only would this be more cost-effective for teams and manufacturers, it would mostly help the privateer who has to go out-of-pocket for their expenses.

5-02-2008 Rule Updates
The following items are to replace the line items in the 2008 ROAR rule book.

Effective immediately these items have been updated to comply with current 1/5th scale racing requirements.

10.1.6 All bodies used in the STC class must be ROAR or IFMAR approved

10.10.9.2 Body and Wing rules:
Allow all 1/5 scale sedan bodies and all 1/5 scale coupe bodies with a "full" cabin area that seat 4 or more occupants to be legal for the Super Touring Class.
All dimensions must be within scale ± 5% of the full-size vehicle represented.
Only one single-element wing is allowed.
No dihedral is allowed.
The leading and trailing edges of the wing must be parallel.
The wing must be painted or otherwise opaque.
The body must cover the outer edge of the tires at the center of the axle when viewed from above.

10.9.6 A shut off switch must be left on the motor in the original location of manufacturer. The side window must be cut out to allow for direct access to the factory kill switch . For Formula cars, the shut off switch must be accessible from the top of the vehicle with body on.

10.3.1 Front foam bumpers are mandatory. The foam bumper must extend .5 inches (12.5mm) past the plastic bumper on all sides and a minimum of 1.4 ( 35mm) inches beyond the chassis plate. The minimum foam bumper height is 1.5 inches (40mm).

4-14-2008 Monster Truck Tire and Wheel Announcement
It has come to ROAR's attention that the Monster Truck Wheel/Tire dimensions need to be reviewed for the Truck Nationals taking place next week at the Nitro Pit in Whitman, AZ. After consideration to the tire and wheel manufacturers, the participants of the event in Monster Truck and 1:8 Truck, and to streamline the ROAR rules making Monster Truck and 1:8 Truck consistent with each other, we have decided to make the tire/wheel dimensions in Monster Truck the same as 1:8 Truck. This will greatly cut down on tires needed for participants running both classes thus reducing their overall costs to participate in the event, reduce the amount of part numbers and stock needed by on-site hobby shop services, and allow Monster Truck participants to use the latest in tire technology. Thank you, in advance, for your understanding in this decision.

3-20-08 Oval Bodies Announcement

In May of 2007, the oval committee along with several body manufacturers proposed a new set of rules for oval bodies to the ROAR Excom at the former president's request.

During the formatting process into the rule book, it was discovered several measurements were incorrect and the proposed rules would cause all current oval bodies available to the membership illegal for ROAR sanctioned racing use.

These proposed rules are being adjusted and will be included in the 2009 rule book. In the meantime, the current oval bodies on the ROAR body approval list have had their expiration dates extended to at least 12/31/08. The adjusted oval body rules will be posted on the ROAR website in short time so all members will have a chance to learn the changes prior to competition in 2009.

We thank our membership for their patience in this process.


2/21/08 - ROAR with recommendation from the Electric Motor Class committee has reworded the following rule to reflect an increase of the maximum tolerance specification.

8.8.4.4 will now reflect the shaft outside diameter, where the magnet is mounted shall be 7.25mm - 0.150mm min tolerance and + 1.0mm max tolerance. This dimension must be measured without destroying the rotor.

2/15/08 - Brushless Motor Announcment

ROAR has recently approved the initial set of rules for Stock and Super Stock Brushless motors designated as 17.5 and 13.5 turns respectively. The products are currently under inspection at the ROAR designated motor laboratory, and a problem has been verified during the first few inspections that has forced ROAR to revisit the induction requirements for both of these motors.

The inductance requirements were developed using measurements from one manufacturer and targeted by the other manufacturers during the design and prototyping process of their products. It came to light early in the final drafting of the rules that there might be incorrect values for the related induction measurements. This has now been verified in the current approval process. The original plan was to inspect motors from several manufacturers to identify the mean and the range value for the 17.5 and 13.5 motors, and then address the rules for those motors in the rulebook. The mean value for each motor has now been determined and ROAR is now waiting for the other manufacturers motors to arrive for inspection to determine the final range of these values.

This situation makes it impossible to establish a final approval for the manufacturer that has just now completed the approval process, and it appears that the next manufacturer will not have delivered his motors in time to inspect before the deadline to participate in the upcoming nationals for carpet onroad and carpet oval. ROAR intends to address this situation in the following manner.

  1. The first manufacturer has passed all tests and inspections for both 13.5T and 17.5T brushless motors, less the inductance measurements. This manufacturer will receive a “Conditional” approval of his products for purpose of eligibility for the upcoming racing events. The “Conditional” approval will be effective immediately and last till May 31, 2008. It is anticipated additional manufacturers products will have been inspected by May 31,2008, and the range of the values will then be established. The rules will be changed at that time and the “Conditional” approval will be made a full approval.


  2. All other manufacturers products for these motor classes will follow the same inspection and test procedures, and granted the same “Conditional” approval to their products provided they have been submitted and inspected prior to May 31, 2008.


  3. The rules covering the required wind inductance for these two motor classes will be revised to reflect the new inductance value and range when sufficient data has been collected to make those rule changes. This could be before May 31, 2008, but no later. All motors received from new manufacturers after the rules have been officially changed will be subject to those new values and range, and will be inspected as such. There will be no “Conditional” approvals awarded after these rules have been changed reflecting the new values and range.

The purpose for this plan is to give the drivers an opportunity to acquire these products from a reliable manufacturer with the confidence that these products will be eligible for the upcoming ROAR events in both the short and long term. It also allows ROAR to publish the name of the manufacturers that are supplying legitimate products even though ROAR is a technically prevented from awarding a full approval of those products. Please continue to monitor the ROAR website announcements and approved motor listing for brushless motors to find the latest information regarding the approval of these products in the future.

2/6/08 Body Approval Extension

The ROAR President, the ROAR Competition Director, the ROAR Technical Director, the Electric On Road Committee, the Body Approval Committee along with acceptance for the best interest of racing and the ROAR membership from the body manufacturing agents and in the best interest and the integrity of our Carpet Nationals event, has extended the expiration date of the following bodies to 3/31/08.

These bodies fall outside of the Global Body Specifications rules either by dimension testing or expiration and resubmission date, as per the rules published in 2007 and again without change in 2008. ROAR is working with the body companies regarding the GBS rules that have been in place and provided a courtesy reexamination of these bodies as they were not resubmitted as requested. ROAR has stated to these companies the bodies will fall off the approval list and will not return unless they are resubmitted for another courtesy evaluation and for those who failed in dimension testing, the errors are corrected.

There are no plans to provide another extension for the Paved On Road Nationals as ROAR feels one year plus several months is plenty of time to comply to published rules. Also, ROAR recommends to the membership to log into the approval list on several occasions prior to an event to verify the expiration dates of bodies and other products intended for use.

2/5/08 – Lipo Hard Case Rule
The ROAR Executive Committee has made changes to the hard case description of the lithium technology batteries in the current rule book. The following will be inserted in the 2008 rule book, online version. This rule wording change will be in the 2009 printed version. Any reference to the hard case regarding Lipo batteries should be referred to in this rule wording.

A factory encased hard shell pack is mandated for race durability reasons that stem from the vulnerability of Lipo cells to physical damage. Any physical distortion, denting or puncture to the cells will cause either an immediate or long term safety risk. A hard cased pack reduces this risk significantly by protecting the cells from crash damage, battery ejection, and general wear and tear at the track.

ROAR defines the "hard case" as a case made of ABS or similar type material. The case shall consist of two (2) halves with each half being constructed from a single mold that is not easily pliable and retains it shape without any exterior or interior support. Both the top and bottom sections of the case must be secured together by glue, double-sided tape or heat seal with a label across the seam stating "ROAR Approved" in such a manner that separation of the case to remove or replace the cells will destroy the case and/or label and render it unusable in competition. The case must be installed by the manufacturer or Value added manufacturer no end User installed cases are acceptable. The case will protect the cells from damage on all sides and will completely cover all cells having only openings for wire connections. Any modification to the factory approved hard case will make the pack ineligible for participation in ROAR events.

Note: Approved batteries will be required to have "ROAR Approved" Label across the seam by Jan 2009. ROAR will have a grandfather clause until Jan 2009 for all approved cells at competition on the Label rule.

02/01/08 - Lithium Technology Batteries

For Lithium Technology Batteries, ROAR has waived the biannual submission policy in 2008 and will accept lipo batteries for the evaluation and approval process as they occur until 12/31/08. At that time ROAR lipo battery approvals will be approved biannually as per rule 8.3.2.6.1

01-28-08 Promotions Director Appointed

The ROAR Executive Committee proudly announces the addition of Shawn Palmer as the Promotions Director. This position had been held in the interim by Ruben Benitez, ROAR Competition Director. Shawn comes from an extensive sales and marketing background and has already jumped in with both feet the job of promoting ROAR and marketing our sanctioned events.

01-22-08 5.2.6 TC Deviation On Road Electric

Any material used to add weight to a vehicle in order to comply with the minimum weight requirements for the class must be securely attached to the vehicle (the vehicle includes all electronics, suspension, and power sources that are mounted to the chassis). If such ballast falls off the vehicle during a race for any reason, and the vehicle is under weight at the post race technical inspection, the vehicle will be disqualified for that run

01-02-08 Executive Committee News

ROAR proudly announces the appointment of Carl Giordano as our new Vice President. Carl is the current region 2 director and comes to the Executive Committee with several years experience in this position. Additionally, he brings to the team a fresh attitude of bringing racing back to the grass roots level.

The position had several nominees, one of which was Andrew Mowery, who ran for the position earlier this fall. Andrew requested to remain in the position he was appointed after the election of ROAR Sanctioning Director, as he and the Excom both felt this is a more valuable position for him.

We welcome Carl to the Executive Committee and look forward to working with him.

12-27-07 ROAR Executive Committee Announcement

The ROAR Executive Committee would like to announce the newly created position of Assistant Technical Director added to the technical staff.

The position was recently filled by appointment of the President of ROAR and we are honored to have Ling Tong as part of our technical staff. Ling brings an expert level of knowledge and experience for lithium polymer batteries. He is currently employed as an engineer in the medical field testing and writing specifications for batteries used in professional equipment. He is an avid racer and has an intimate understanding of racing stresses on batteries electronically and mechanically.

Please welcome Ling to the growing list of experts supporting ROAR, our membership and our competitive events.

12-15-07 ROAR Executive Committee Announcement

The Executive Committee has accepted the resignation of Mike Queller, ROAR President, effective December 15, due to personal commitments.

Dawn Sanchez, ROAR Vice president, will assume the office of President immediately as per ROAR Bylaws.

Mike has accepted an important management position in the petrochemical industry that, combined with his continued direction of Speedline, a RC company he founded, makes his time commitment to the ROAR Presidency impossible.

11-20-07 Executive Committee Meeting

The November Executive Committee meeting was cancelled because the wildfires in California disrupted airline traffic so badly no one could attend the meeting.

Important agenda items are being handled by phone contact and e-mail including the appointment and Executive Committee confirmation of the following new ExCom members to fill vacant positions:
